Meet Karen

Delegate Karen R. Toles is currently serving in her second term as a member of the House of Delegates and is running for re-election. Karen Toles is a member of the powerful Appropriations Committee, and a member of the Education and Economic Development and Racing Subcommittees. As a member of Appropriations, Delegate Toles is in the room where it happens- helping to shape decisions on on how to allocate funding for a $7.1 billion State budget. She also serves on the Joint Committee on Federal Relations. 

Delegate Toles’s previous committee assignment was serving on the Judiciary Committee. Delegate Toles was also a member of Maryland’s first Woman Speaker, Adrienne Jones leadership team. 

Delegate Toles is the Second Vice Chair of the Legislative Black Caucus of Maryland- the largest Black Caucus in the Country. She is also the Parliamentarian of the Women’s Legislators of Maryland. 

Delegate Karen Toles has made it her mission to ensure a thriving quality of life for the residents District 25 and all Marylander’s- whether it is passing laws around student loan reform, sponsoring legislation to keep our communities safe, and businesses prospering by passing legislation to combat Organized Retail Theft. Lastly, Delegate Toles is passionate about ensuring every child before leaving primary school understand water safety skills-historically black children are at a higher risk of drowning. Karen is a true champion for the People of Maryland. 

Delegate Toles advocates for seniors, delivers on economic revitalization, mentor and create programs for the youth, and overall improves the quality of life for all Marylander’s. Since 2022, Delegate Toles has awarded nearly $200,00 thousand dollars in scholarships to students pursing higher education. Delegate Toles has also brought over $750,000 home to District 25 in bond funding to support economic and community initiatives. 

Delegate Toles is the recipient of countless community service awards-Legislator of the Year from the Maryland State Bar Association, Retailers Association, and The Center for Urban Families. Recognized as a leader in the community by 100 Black Men of Prince George’s County, Community of Hope AME, as well as many other organizations. 

Delegate Toles is a daughter of Prince George’s County- born and raised. She is a well-respected Legislator who holds a Juris Doctorate from the University of Baltimore-School of Law and a Bachelor of Science Degree in Public Health from the University of Maryland-College Park. Karen is a member of Alpha Kappa Alpha Sorority, Incorporated, The Links, Incorporated, and The Society. Delegate Toles is a Marylander through and through who fights for YOU!
